i want to send a new laptop from usa to dominican republic..so what is the sales and excise tax to send it?

Assuming that you're in the US when you buy it, you'll pay whatever the sales tax is due at the point of purchase. There are no export duties in the US so that will be the end of your obligation Any duties and taxes on the other end in the Dominican Republic will be the responsibility of the recipient. You can't pre-pay those, though you could reimburse the recipient after they have paid them.
