without coming any person from usa is it possible to get a laptop from there & not paying taxes for it?

If you buy it on Ebay, but you still have to pay shipping. Insurance would be a good idea as well.

It depends entirely on the country you are importing it to. The importing country decides what import duties to impose. Please remember that most software only works on computers built for that region. For instance, I cannot buy a laptop from the UK and run software sold in the USA. Most of it simply won't work.
